Progress Mark 2: Desmond Jackson - Questions:
The new National Building Regulations was launched in the latter part of 2011, stimulating a new thought process, as an aspiring architectural technologist, it would be a requirement that you become au fait with all the new rules and regulations as set out in the publication. Comparing the old and new regulations (1st year task) briefly describe some observations of changes brought about in SANS 10400A2010.
The minister of Trade and Industry introduced a sub regulation for the energy efficiency of buildings. Other amendments are made to building regulations to incorporate “green” building, which changes the requirements for the energy usage in buildings. A few changes are made to section A

New requirements are added to A7: layout drawing
1) location and capacity of water heating installations
2) details of insulation required to satisfy energy usage requirement of Regulation XA
New requirements to A19 (1): competent persons
Requirements of Regulation XA are satisfied by a competent person in accordance with SANS 10400 XA
New requirements to A19 (12): competent persons
Competent persons to complete Form 4 as contained in SANS 10400-A
New Regulations part X: incorporates energy efficiency and how to best conserve it
Regulation XA: Energy usage in buildings
Building should be capable to use energy efficiently and have features services to facilitate the use efficiently.
XA2: At least 50% average of hot water heating must be provided by other means than electrical resistance. (heat pumps, heat recovery, solar heating, etc.)
The XA1 falss away if the building is designed well and is energy effiecient on its own.
In your own words, describe the role of the architect, with regards to duties and responsibilities.
The role of an Architect is to design spaces that are ergonomically correct and habitable. In the process its important to follow the SANS 10400A2010 as this is the new guideline in South Africa to all architectural designing. The Architect has to analyze what it is that the client wants and needs, find a good balance between His own vision, the nature of the site, the National Regulations and what the client specified and design a innovative habitable space that is energy efficient. The Architect is responsible for getting the plans approved by council which then becomes a legal document. If anything fails according to the design on plans the Architect is held responsible.
With the new SANS an Architect is suppose to incorporate "green building" which means being eco-concise and trying innovative ways to produce as little carbon footprint with His/her design as possible; saving energy in other words. When plans are approved and being built an Architect needs to follow the the building progress to ensure that the structure is built according to plan. Sometimes it is required of the Architect to make minor changes to the plans while in building progress, Rider plans are then required.
What is understood by the following terms:
a. Tender Documents
Once the council drawings have been approved the Architect then takes the plans and then draws up a more detailed version of the plans and a quantity surveyor would then use it to calculate an estimate to the materials and labour needed (all the costs). Issuing a tender document typically begins the tender process, by which a business selects qualified and interested suppliers, based on things such as their price, availability and proposed delivery terms.
b. Bills of Quantities

b. Bills of Quantities
An itemised list that goes with the tender documents done completely by the quantity surveyor where he confirms all the costing of the material and labour needed to erect the structure according to the working drawings.
c. Signing of Contracts
This is the signing of a legal document, declaring your services, while undertaking and written oath to comply with the rules and regulations as set out in the contract or by the company/client. This would include an agreed price for an agreed amount of work, as detailed in the tender documents and the bill of quantities.
